Scott served as VP of Quality Management for Granite Construction for 5 years and Director of Quality for Mortenson Construction for 12 years. During this time he developed, implemented, and improved quality programs for over $50 Billion of construction work across North America. He developed and managed quality programs for vertical construction, sports arenas, medical, federal, wind and solar power projects, design-build, infrastructure, heavy civil, asphalt and aggregate construction material production, UV and Steam Cured-in-Place Liner production & installation, construction field service projects, and warranty management. He has developed and managed ISO 9001 certified and compliant programs, Army Corps of Engineer & NAVFAC quality programs, nuclear NQA-1 programs, and numerous DOT compliant programs.
Scott spent 12 years at Bath Iron Works in a heavy manufacturing setting performing numerous roles in design, liaison, systems engineering, materials engineering, and as a process control superintendent. He spent two years as the Quality and Accuracy Control Manager while managing the accuracy control (surveying) and corrosion engineering departments. During his tenure, he was trained in lean manufacturing and responsible for managing and maintaining the shipyard's ISO 9001 certified quality program, installation and quality processes, quality assurance, quality control, and quality inspection and testing.
Over the course of his career, Scott has been the company lead quality professional for the production of asphalt, aggregates, cured-in-place pipe liner materials, paint & blast shops, and heavy manufacturing operations in a shipyard environment. He has provided leadership and oversight to over 60 quality laboratories and maintained company certification programs to meet company and client needs.
Early in his career, Scott supported the operations and management of a consulting engineering firm located in Bangor, Maine. As an engineer, he supported engineering, design, specification, and construction engineering in the field for commercial and industrial projects including commercial buildings, fuel storage facilities, an airport expansion, a dam, municipal buildings, medical facilities and many other projects.
Scott has developed, implemented, and managed quality programs that meet ISO 9001:2000, 2008, and 2015 standards, US Army Corps of Engineers, NAVFAC, NAVSEA, AASHTO, numerous Departments of Transportation systems, ASME NQA-1 2008/2009a, and Malcolm Baldrige Quality Award Criteria. He has also designed, implemented, and provided oversight to quality programs that meet unique requirements for many different customer and project types.
Scott was a founding member of the Construction Quality Executives Council (CQEC), a non-profit trade association formed in 2008.
The mission of the CQEC is to advance the state of quality in design and construction and currently represents over 65 design and construction members with a combined total of over $90 Billion in annual construction revenue (over 12% of non-residential construction in the US). He served as President-Elect for 4 years, President for 5 years and is currently serving as the "Past-President" on the Board of Governors for the last 2 years. He has helped organize and served as host for the Advancing Construction Quality (ASQ) conference for its first 4years of existence. He has also presented every year of the conference and helped to grow into the largest quality conference in the US.
Originally exposed to lean manufacturing during his tenure in a shipyard, Scott has 20 years of experience learning and applying the principles of lean manufacturing and lean construction. Lean principles are integrated into every quality assessment, program and process he develops and recommends. He has led fifteen week-long Kaizen events and numerous Rapid Process Improvements in the field on construction projects across North America.
While at Granite, Scott re-invigorated and championed the company's Sustainability Program. He oversaw the program for 3 years including the publication of the annual sustainability report. He was there to see Sustainability indoctrinated as a company core value. He is a certified Envision Sustainability Professional (ENV-SP) and serveed on the American Socieity of Civil Engineer's Sustainable Infrastructure Standards Committee that recently published ASCE/COS 73-23: Standard Practice for Sustainable Infrastructure, a construction industry guideline for the engineering, design, and construction of sustainable infrastructure..
Scott championed the Operational Excellence initiative at Granite. The initiative focused the workforce on planning and executing work in the field every day to achieve the basic measures of operational excellence. Simply put, integrated work planning is the key to achieving safety, quality, environmental compliance, productivity, and directly supports adherence to a code of conduct an ethical behavior in the field.
Scott understands the requirements of owning and operating a business and has served on the board of directors for the following organizations:
Scott has an MBA from Southern New Hampshire University and a BSMET in Mechanical Engineering Technology from the University of Maine. He is an active Envision Sustainability Professional (ENV-SP) and is a member of the Construction Quality Executives Council (CQEC), ASCE, ASME, and ASQ.
